Admission Policies for Current Students (2024/25)
Eligibility
Applications are now open to all current students (except graduating students) who would like to apply for residence in the Residential Colleges.
Students in the following categories are NOT eligible for application:
- Termination of study
- Programme completion
- Leave of study
- Committed to attending outbound exchange/full-time internship/placement programmes
*For students with offer but haven’t moved-in within ONE MONTH AFTER THE ASSIGNED MOVE-IN DATE without appropriate reasons, the offers will be forfeited and reallocated to other applicants on the waiting list accordingly. NO refund will be offered.
Allocation Criteria and Scoring System
Indicative Quota of Different Student Groups
With the setting of the indicative quota for respective student groups, it is anticipated that a more balanced
and desirable mix of local and non-local students will be fostered.
Indicative Quota for Local Students:
- Local Year 1 students (20%)
- Local Senior Intake Students & Local Current Students (56%)
All local students will be allocated according to their ranking of the respective combined scores of the scoring system.
Local Year 5 Students will not be eligible to apply for the RCs given their less engagement in their study life than students in other study years and thus a lower need for a bed place.
Indicative Quota for Non-local Students:
- Incoming Exchange Students (with established agreements on student exchange with the university) (Guaranteed bed places, 4%)
- Non-local Students (20%)
- The first study year of Full-time Non-local students in their four years of study
- Non-local Senior Intake
- Non-local current students
Non-local current students and senior intake will be allocated according to their ranking of the respective combined scores of the scoring system. Given the capped quota of bed places, a certain number of Non-local students will have to arrange off-campus accommodation by themselves whilst the University will provide guidance service.
Applicants must submit their applications before the deadline specified. There is no guarantee that bed spaces will be granted to late applicants.
For students admitted from academic year 2018/19 onwards, you are automatically affiliated to the Residential College currently staying/ you have previously stayed in the latest term.
- The above are indicative figures only. As the admission number may fluctuate year by year and would not be made available until July, an indicative quota is set up to guide the overall allocation which will be adjusted up and down 5% when the situation requires.
- Adjustment would be made, taking into consideration the gender distribution as well as the actual demand of each group of students.
- If the demand is greater than the total number of bed places, the allocation of bed places will be based on the Scoring System. Lot drawing will be used for applicants who have the same scores above the threshold.
- Applicants are expected to provide information to the best of their knowledge; any misrepresentation of facts or submission of false information would result in disqualification of application as well as disciplinary action by the University, as appropriate.
Scoring System
Modified Composite Point System is adopted to assess all applications with effective from 2021/22. There are four components:
- Home Distance from HSUHK
- Participation in Campus Life
- Outstanding Performance
- Contribution and Participation in Residential Life

“HKeMobility” (https://www.hkemobility.gov.hk/), named “Hong Kong eTransport” formerly, an on-line platform administered by the Transport Department, is proposed to be used for calculating the travelling time. You may click here for the guidelines and click here for a sample screenshot.
- Home address refers to student’s official record maintained by the Registry. Address proof showing students names and residential address within the latest 3 months before the start date of Residential Colleges application of 2024/25 is required.
- Applicants have to choose “The Hang Seng University of Hong Kong” as the destination for calculating the time required.
- Travelling time is calculated using the HKeMobility, taking into account the following factors:
- “All Service” should be selected when filtering the results
- Walking Distance: Longer
- Walking Route: Normal
- Fare: Adult
- Departure Time: General working hours on Monday to Friday
- Search result involving time or day specific or temporary transport services normally would not be counted; it would be counted only when they were the only options available
- The search results should be sorted by “Time” and in any case, the result with the shortest travelling time would be used
- To ensure objectivity, personal preference and travelling cost would not be taken into consideration.
- The travelling time will be converted into home distance scores in accordance with the below table. Maximum score of 50 points would be given to students with a travelling time of 120 minutes or more.
* For Local Current Students with Residential Experience (maximum 25 points), Local Current Students without Residential Experience (maximum 40 points), Non-local Senior Intake (maximum 25 points) and Non-local Current Students without Residential Experience (maximum 15 points), the corresponding scores will be calculated on a pro-rata basis.

To encourage students’ active and balanced participation in various kinds of activities held on campus, students could receive scores based on the followings.
- A maximum of 2 activities, 1 per category, in the year from April 2023 to March 2024.
- Documentary proof must be provided at the time of submitting application. Late submission would not be accepted.
- Students receiving payment for their participation or services would not be awarded scores.

Both academic attainments (Category 1) and non-academic attainments (Category 2), with details as shown below, would be taken into consideration.
- 1 item per category could be counted, subject to a maximum of 15 points (the corresponding scores for different groups will be calculated on a pro-rata basis). For Category 2, the awards received in the past 3 years (Academic Years 2021-22, 2022-23 & 2023-24) could be counted.
- Documentary proof must be provided at the time of application submission. Late submission would not be accepted.

To encourage students to participate in different RC activities and programmes to enrich their RC life in the living-and-learning community, scores will be given as recognition. The corresponding scores for different groups will be calculated on a pro-rata basis.
Applicants will be required to complete the online report on Contribution and Participation in Residential Colleges Life on the system according to their participation and contribution in RC activities, neighborhood and community in RC 2023/24. Further enquiries and appeal of results should be directed to respective RC Master.
Scoring for Contributions and Participation in RC and Joint RC activities is as follows:

In order to enhance the RC development in the long run, RC Masters can directly admit students and a mechanism is created for facilitating the assessment and direct admission:
- Eligibility: both residents and non-residents
- Applicants are required to submit their application on eCampus.
- Selection criterion: talents, special needs, or significant contribution to the RC community
- Selection panel includes RC Management Team and Residents’ Associations (RAs), but the final judgement will rest with the respective RC Master.
- Assessment would be made by the RC Management Team with justifications.
- Quota of 9 – 11 for each RC, depending on their number of bed places.
Residential Period for 2024/25
The tentative residential period of 2024/25 are as follows:
Full-year Offer: 30 August 2024 – 23 May 2025 (Tentative)
Semester 1: 30 August 2024 – 27 December 2024 (Tentative)
Semester 2: 27 December 2024 – 23 May 2025 (Tentative)
Address Proof
Applicants are required to provide the address proof showing theirs names and residential address within the latest 3 months before start date of application depending the type of accommodation:
- Public Rental Flats: Tenancy Agreement
- Self-owned Flats: Rate Receipts
- Rental Flats: Stamped Tenancy Agreement
Other proof, such as water, electricity, gas, mobile phone bill, bank statement is acceptable.
The proper address proof should clearly show:
a) the name of the issuing organisation;
b) the issuing date; and
c) the student’s name.
If the student’s name is not shown on the documents provided, documentary proof(s) of the relationship between the student and the person whose name is shown on the documents, e.g. birth certificate, is required.
If students realize that their registered address at Registry is not correct and updated, they can indicate the changes on the application form. The amendment record will be synchronously updated to their student information account.
Admission Offer
Admission offer would be made in accordance with scores attained by the applicant. Assignment of Residential College and room type, either 2 / 3 / 4-bed room, would be announced at the same time, making reference to the preference as selected at the time of application. In case room preference cannot be entertained due to excessive demand, any of the Residential College and room type would be assigned. The result would be emailed to your HSUHK gmail account or you may visit the Student Information System for updates.
Successful applicants are automatically affiliated to the Residential College currently staying/ you have previously stayed in the latest term.
Residential College Fee
A full residential year of residential places are to be offered to successful applicants. The tentative residential period of 2024/25 is 30 August 2024 – 23 May 2025 (noon).

- Residential Fee and Residential Life Education Fee are subject to annual review and revision.
- Residential Fee and residential life education fee of 2024/2025 are to be paid on a semester basis and would be charged on a pro-rata basis in case of irregularities.
- Successful applicants would be required to pay a deposit of $1,000 to confirm the Residential College offer before the designated time.
- Residential fee and residential life education fee will be collected and processed in a similar fashion as other student fees and charges, issued by the Finance Office and posted at e-campus.
- Residents who wish to withdraw from Residential College in Semester 2 should submit application for withdrawal by a said deadline, tentatively in mid-Nov 2024; otherwise, they will be billed the second instalment of the full residential fee.
How to Apply
- Eligible student can apply via Residential Colleges Management System.
- Application period: 22 April – 5 May 2024.
- Applicants would receive an email acknowledgement after they have successfully completed the online form.
- Late application will not be considered.
Release of Result
Application result will be announced on 3 June 2024.
